Call on community to participate in crafting a spatial vision for Spine Road Corridor

The City of Cape Town is calling on residents, businesses, and all other interested parties to collaborate with the City as we draft the local spatial development framework (LSDF) for the Spine Road Corridor in Khayelitsha. All are invited to two workshops on 16 and 31 October 2024 respectively.
The Spine Road Corridor includes the section of Spine Road from just before the intersection with Japhta K Masemola Road in the east to the intersection with Mew Way in the west, and the areas adjacent to this major route amongst which Ilitha Park, Eyethu, Khaya, Ekuphumleni, Mandela Park and Sabata Dalindyebo Square.
‘Spine Road is extremely congested. There is pressure from a multitude of land uses and activities in the road reserve – these range from car washes to salons, restaurants, local mechanics and spaza shops. There are informal encroachments with structures built over service servitudes, meaning these obstruct access to essential infrastructure, such as water and sewer mains‘.
‘Thus, there is an urgent need for a spatial vision to guide sustainable development along this corridor in a manner that supports economic growth, and improves mobility, environmental sustainability and resilience to the impacts of climate change. These efforts should also contribute to place making with a public realm that is inviting and alluring to visitors and residents,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.
The Spine Road Corridor contextual report provides an overview of the current trends, challenges and opportunities of the study area, and serves as the point of departure for the drafting of the local spatial development framework and implementation plan of future priority projects.
The report provides information about the local population, economy, property market, land use, urban character, community facilities, and services infrastructure.
Key opportunities have been identified to maximise the corridor's potential as a thriving and vibrant urban area that can support sustainable growth and improved quality of life. Similarly, there are some key challenges, such as safety and security issues, traffic congestion, land invasions, fragmented urban development and a lack of cohesive planning.
'I'm encouraging residents and the local business community to collaborate with us. The upcoming workshops are the ideal opportunity to get a better understanding of how the drafting of the LSDF will unfold in coming weeks, and how you can contribute in refining the spatial vision and priorities for interventionist projects. The workshops will also create a space to discuss questions, brainstorm, identify problems, and come up with proposed solutions, give feedback and cite personal experiences of the area,' said Alderman Andrews.

The purpose of the LSDF is to:
- provide policy alignment for the area and incorporate changes in City policies, strategies and plans
- provide local level policy guidance and a development vision of the Spine Road Development Corridor for land use and other related decision-making
- provide guidance on growth management in the area
- enable property owners to capitalise on their locational advantages; and
- facilitate the establishment of small-scale business enterprises that are broadly compatible with the residential neighbourhood and the mobility functions of Spine Road
